WIP SJ: Specification issue dedicated to drafting and then finalizing simple or complex specs. When the specs are done and validated, if the dev is small or simple, the issue should either be flagged as feature/enhancement/task to signal the dev can start, or be split into other specs or dev issues but could also go to a Wiki page if too complex or needs further thoughts or data.
