MD I’ve disabled the rapp1&2 event detection from parsing the double-quotes in words (the rapp1&rapp2 event are still rendered with «»)

the rapp1&2 event detection failed with words like “something” :

• only the rapp1 is detected
  The rapp1&2 event detection should be done after the tokenizer step is done.
