Add a command to import CategoryKeywords from CSV

To test: python manage.py load_keywords_categories_from_distant_csv --url=http://127.0.0.1:8000/KeywordsLangue_2_.csv --settings=anthology.settings.local

With the CSV file from https://framagit.org/anthologie-palatine/anthologyontology/-/issues/220 accessible to the given URL.
