[web-app] Static legend and Header changes

  • New module Static Legend, replaces Legend Icon on map.
  • New link in header : "My map index" that displays the full legend.
  • Added fullscreen button.
  • Links/Buttons in header diplays active state.
  • Map buttons skin updated to match the new design.
  • Added moment.js to package.json
