Add Cleaning data Rmarkdown script + HTML explanations

The Rmarkdown file contains both R code and explanations. It can be rendered by Rstudio or the small bash script data_cleaning.sh provided

Needs spatial libraries and tools to be installed beforehand, more information about in this blogpost

The rendering creates cleaned csv files and the HTML.

TODO:

  • Clean population and network csv files the same way
