GWT: x.x, Create new Portal/Download - RCP/Export command

For the user, this command could be equivalent to RCP “Export binary corpus” (but the corpora will be pre-built)

To precise in the spec:

• what corpus to download (binary web or binary RCP)
• what to do if only a part of the corpus is free of copyright restrictions (e.g. bfm)
• permissions and logs for this command
