Windows 10 / Windows 7: InternalView, when opening an editor the Parameters area is expanded and empty. It should be collapsed at the opening.

RCP: fix #3308: InternalView, when opening an editor the Parameters area is expanded and empty. Move the Structural Unit combo to the main parameter area. Use shared class LabeledSpinner for the number of lines parameters (refs #3308)
